In short, try to paint your research question in broad brushes and at the same time bring out its significance.
The Proposal - your research proposal should not be more than 2000 words (maximum) in length (excluding references). However, if possible, think of an informative but catchy title.
Title - the title should be concise and descriptive. An effective title not only pricks the reader's interest, but also predisposes him/her favourably towards the proposal.
The potential and actual ethical issues pertaining to the research process should be identified in the proposal with clear indications as to how they will be managed.
A generous amount of time should be timetabled into reviewing the thesis once it is written, to allow amendments, revisions and refinements to be made.
