You must explain how you will be collecting the data you need in order to address your research question.
If you are conducting questionnaires or interviews you should explain what sample you will be using (size, criteria, method) and also how you will approaching the people in your sample.
Remember that professors and department chairs have been around for many years and seen thousands of research papers and theses.
If a student should happen upon an original question, it is a sure path to academic success.
You should make the assumption that readers possess a basic understanding of how to investigate the research problem on their own and, therefore, you do not have to go into great detail about specific methodological procedures.
The focus should be on how you applied a method, not on the mechanics of doing a method.
